A special state includes hovering, clicking, focus, selecting an element etc. A pseudo-class is applied on a selector (they are used to select the content you want to style) for adding a special effect on the basis of a particular state of an element. Syntax: WebbCSS is designed to have a hierarchy. You can override these states or pseudo classes if things get out of order. They'll do things that you may not expect.
